It is proposed that the Bank adheres to the Voluntary Code of Conduct on the Responsible Development
and Management of Advanced Generative AI Systems.
Supporting statement
Over a year ago, the federal government published the Voluntary Code of Conduct on the Responsible Development and Management of Advanced Generative AI systems3 . The code refers to systems such as ChatGPT, DALL  E  2, and Midjourney. While these systems have many benefits for tasks like drafting emails, answering complex questions, or creating realistic images or videos, they also present significant risks to health and safety, can propagate bias, and have serious social repercussions, especially when used by malicious actors. Even AI pioneers are wary of the risks presented by these systems. Early 2023, more than 350 leaders of the AI industry signed an open letter4 urging the international community to prioritize mitigating the risk of AI “extinction,” placing this risk on par with a pandemic or nuclear war. This moratorium did not take place, suggesting that the urgency to act is even greater today, as expressed by Joshua Bengio, one of the signatories of this moratorium request, in an interview with Les Affaires5 . Aware of the importance of rigorous oversight to manage and mitigate these risks, the federal government invited companies to adhere to the voluntary code of conduct, which outlines: • The measures that should be applied in advance of binding regulation pursuant to the Artificial Intelligence and Data Act; • The additional measures that should be taken by companies developing or managing the operations of these systems that are made widely available to the public, and which are therefore subject to a wider range of potentially harmful or inappropriate use. This proposal is meant to invite the Board of Directors to decide that the Bank adheres to this Code of Conduct.
