Sign on date extended: Letter to UK Government to show commitment to Power-to-Liquid Sustainable Aviation Fuel
Opportunity to advocate to the UK Government to deliver financial support to activate the UK Power-to-Liquid Sustainable Aviation Fuel (PtL SAF) market: The RCM, under design by the UK Department for Transport to complement the UK’s SAF Mandate, is a government-backed mechanism aiming to mitigate the price risks of SAF.
Ambition on power-to-liquid (PtL) sustainable aviation fuels is waning from the UK Government after support via the Advanced Fuels Fund and sub-target obligations within the SAF Mandate (requiring PtL to account for 0.2% of total jet fuel demand from 2028). In the Department for Transport’s recent consultation on industry funding for the SAF Revenue Certainty Mechanism, they state that ‘given estimated UK PtL production costs and the respective SAF Mandate buy-out price for the PtL fuel obligation – set at £5 per litre – our updated analysis has highlighted that UK PtL could face significant challenges to produce in the UK. We will engage with stakeholders on this issue to collect views and keep them informed on any next steps’. We see the urgent need to respond to the Government’s concerns as a group of civil society organisations and actors in the PtL value chain, whilst advocating for them to reaffirm commitment to the growth of the UK PtL industry.

- Support for higher integrity fuels such as PtL must be maintained in order to incentivise investment by the private sector in fuels that reduce the highest amount of emissions, as well as have significant benefit for encouraging investment in a ‘no regrets’ value chain materials such as green hydrogen, renewable energy and associated technology IP opportunities for the UK.
- Support for higher integrity fuels such as PtL must be maintained to ensure these fuels scale to represent the bulk of SAF use over biofuels, which are unsustainable and unscalable, and in many cases can create significant just transition, land use and biodiversity impacts. Furthermore, the HEFA cap must be maintained as the lowest-integrity SAF feedstock pathway.
