Supporting statement This policy should specify that: 1. 2. 3. Any current or future participation by the Corporation in defense programs, whether domestically or abroad, will be strictly limited to the supply of products, technologies, or services for defensive purposes; Bombardier will refrain from developing, producing, or marketing equipment, technologies, or services for offensive use, including, but not limited to, weapons systems, ammunition, or platforms directly intended for offensive military actions; An annual report will be published to inform shareholders about defense-related contracts, specifying: • The nature of the products or services concerned; • Their compliance with the exclusively defensive contribution policy; • Measures implemented to ensure compliance with this policy. In the current geopolitical context, several countries, including our own, are increasing their defense budgets, particularly in the context of NATO commitments or in response to growing international tensions. The Canadian government has announced its intention to increase military spending to 5% of GDP, which could lead to opportunities for businesses in the aerospace sector, such as Bombardier. While these opportunities may represent economic prospects, they also carry significant risks: • Reputational damage if the corporation is perceived as contributing to offensive weapons programs; • Opposition from stakeholders, including employees, socially responsible investors, or NGOs, in the event of involvement in projects that contravene ethical principles; • Increased exposure to controversy, litigation, or regulatory restrictions if Bombardier is associated with the sale of offensive equipment to contested regimes or in contested conflicts. This proposal does not seek to prohibit Bombardier from participating in defense effort, but rather to: • Regulate this participation in a responsible manner; • Limit the corporation’s involvement to defensive applications that are consistent with its reputation and values; • Prevent reputational, financial and regulatory risks associated with the offensive weapons industry; • Provide shareholders with the information they need to assess the corporation’s defense activities in a transparent manner.
