Resolved: Microsoft Corporation shareholders request the Board publish a report on the steps Microsoft is taking to ensure that Microsoft hires American citizens as employees whenever possible. The report should highlight current problems faced by users when attempting to use Windows 11, Teams, OneDrive, Excel, and other Microsoft software products and whether employing a higher proportion of American citizens would improve Microsoft's products based on historical performance of American employees compared to others. The Board should issue the report before or concurrent with the next annual proxy statement.

Supporting Statement: The productivity and spirit of the American worker is largely unrivaled across the world. It is critical for Microsoft to capture as much of this labor market as possible, especially at a time when so many Americans with Computer Science degrees are unable to find work. Since many consumers of Microsoft products are American, and since American employees may be able to understand the needs of those consumers uniquely, hiring American citizens and employees should improve company performance. It should not be difficult to improve on Microsoft's recent performance with American employees, since fiascos such as Windows 11, Teams, and other software launched by our company are significantly worse than those offered by competitors. In order to make Microsoft great again, we need to focus on hiring some of the best-educated workers around, and that requires hiring within the country where our company is incorporated.
