The Global Framework on Chemicals (GFC) was adopted in September 2023 in Bonn as the international multistakeholder framework for the sound management of chemicals and waste — the chemicals counterpart to the Paris Agreement and the Global Biodiversity Framework. It includes Target D3: by 2030, the private sector — including finance — incorporates sound chemicals and waste management into its finance approaches and business models, using internationally recognized reporting standards.

Objectives

To support GFC implementation, a Finance and Investment Workstream is being facilitated by UNEP FI.  A core deliverable this year is a Landscape Baseline Analysis — mapping how investors currently assess chemical risks and impacts, the data and metrics gaps holding the field back, and what investors need to make GFC-aligned decisions. Initial results will be presented at the GFC's First International Conference (IC-1) in Geneva this November. It will inform how work moves forwards to support greater investor action on hazardous chemicals.
